World Bank offers USD 50 millions for Muslims and Christians in India (majorly)

NEW DELHI: The World Bank signed a credit agreement of USD 50 million with the government today for education and skill training for minorities.

Now, the question raises, where are such sickular benefits (minority benefits) for Hindus, Sikhs and other non Christian/Muslims in Pakistan, Bangladesh and rest of the world?

The World Bank signed a credit agreement of USD 50 million with the government today for education and skill training for minorities.
"The Government of India and the World Bank today signed a USD 50 million credit for the Nai Manzil: The Education and Skills Training for Minorities Project to help young people from minority communities complete education and gain from market-driven training programmes with the aim of improving their employment outcome," World Bank said in a release.

The project will support the government's national Nai Manzil (New Horizon) scheme, which was launched in August this year.

The project will reach out to the disadvantaged youth from minority communities and support their enrolment in open schooling as well as provide hands-on vocational training.

It will also provide post-placement support to assist them in finding sustainable employment, read the statement.

"Interventions under this project will support the Nai Manzil Scheme in improving the employability and performance of minority youth in the labour market," said Raj Kumar, joint secretary, Economic Affairs in the Finance Ministry.

The loan agreement was signed by Kumar and World Bank's Michael Haney, the operations advisor in India.

Credit will be facilitated by the World Bank's concessionary lending arm, International Development Association (IDA).

The loan carries a maturity of 25 years, including a 5-year grace period.

More Sickular goodies during Modi's regime

Narendra Modi-led NDA Government has picked up an innovative leadership initiation programme for young Muslim women. (PTI File Photo)Contrary to expectations, instead of disbanding the Ministry of Minority Affairs, the Narendra Modi-led NDA Government has picked up an innovative leadership initiation programme for young Muslim women that was formulated during the UPA regime but was never implemented due to political apathy allied with tardy file movement.
WHAT UPA DID
■ UPA surrendered unallocated funds of Rs 33.63 cr in 2008-09, Rs 31.50 cr in 2009-10, Rs 587.70 cr in 2010-11
■ For digitising Wakf Board records, Rs 89 lakh was spent in 2012-13 and Rs 2.98 cr in 2013-14
■ Nothing spent on State Wakf Boards in 2012-13. In 2013-14, Rs 1.91 cr spent
■ In 2012, 36,950 women benefited as K Rehman spent Rs 10 cr for their welfare
WHAT NDA DID
■ Facilitated the empowerment of 68,675 women at a cost of Rs 13.48 cr in 2014-15
■ Spent the entire allocated amount of Rs 3 crore during 2014-15 on digitalising Wakf Board records
■ Allocated Rs 3,712.78 cr for minority affairs in budget
■ Nai Manzil scheme will help minority youths
■ Spent Rs 3.95 cr out of the allocated Rs 4 cr in 2014-15 on State Wakf Boards

Though the scheme, Nai Roshini, was launched with much fanfare by the UPA in January 2010, the Ministry of Minority Affairs did not spent a single rupee till K Rehman Khan took over as Minister of Minority Affairs in October 2012. A total of 36,950 women benefited under Nai Roshni during 2012-13, with the ministry spending Rs 10 crore. In stark contrast, Minister of Minority Affairs in the NDA, Najma Heptullah, and her deputy Mukthar Abbas Naqvi facilitated the empowerment of 68,675 women at a cost of Rs 13.48 crore under the same scheme during 2014-15.
According to a Parliamentary Standing Committee report, the Ministry of Minority Affairs could not spend funds allocated for ongoing schemes and surrendered Rs 33.63 crore in 2008-09, Rs 31.50 crore in 2009-10 and Rs 587.70 crore in 2010-11 under schemes such as Multi-sectoral Development Programme for Minority Concentration Districts, Pre-matric scholarship Scheme, Merit-cum-means Scholarship Scheme, Post-matric Scholarship Scheme and computerisation of records of State Wakf Boards.
For digitising the Wakf Board records, the UPA spent Rs 89 lakh during 2012-13 against the Revised Estimate of Rs 1.65 crore and Rs 2.98 crore against the Revised Estimate of  Rs 3 crore in 2013-14. On the other hand, the NDA Government spent the entire allocated amount of Rs 3 crore during 2014-15.
The UPA in 2013-14, had spent a meagre Rs 1.91 crore from the allocated Rs 7 crore on strengthening State Wakf Boards. The NDA spent Rs 3.95 crore against the revised estimate of Rs 4 crore in 2014-15 for the same.
To help students from madrasas, the NDA has launched Nai Manzil, an integrated education and livelihood initiative targeted at school dropouts and youth educated in community education institutions like madrasas, to enable them to seek better employment in the organised sector.
In the 2015-16 Budget, the NDA Government has allocated Rs 3,712.78 crore to the Ministry of Minority Affairs. Unlike in the case of several other ministries, there was no reduction in the Budget allocations to this ministry this year; instead, there was an increase.

Chandrababu Naidu to give SC(Scheduled Caste) benefits to converted Christians in Andhra Pradesh

In what could be seen as an effort to woo Dalit Christians into his partyfold in the ensuing general polls, TDP chief N Chandrababu Naidu has promised them that he will bring a legislation to accord SC status to Dalit Christians if his party is voted to power.
Participating in a programme, organised by the ‘Global Peace Initiative’ an organisation, run by evangelist-turned-politico KA Paul on Saturday here, Naidu promised moon to the Schedule Castes.
The Telugu Desam P chief made a fervent appeal to the SCs and people from minority sections to vote for the TDP in the upcoming polls so as to root out corruption from the society.
In his bid to persuade minority sections of the society, Naidu tried to throw his weight behind the globe-trotting evangelist Paul, who had earlier faced criminal charges with regard to murder of his brother.
Taking an indirect dig at the then chief minister YS Rajasekhara Reddy, the TDP chief went to the extent of giving a clean chit to Paul, saying that the latter had become a ‘fall guy’ in the hands of some politicians for the sake of their selfish motives.
Meanwhile, Paul, who had floated Prajasanthi Party, before the 2009 polls, praised the Telugu Desam Party president to skies, saying, ‘’Naidu is a good administrator. Eradication of poverty and rooting out corruption from the society is possible only with him. I call upon people to vote for Naidu in the ensuing polls.’’
During the programme, Paul blessed the TDP chief and prayed for the victory of the yellow party.
Telugu Desam Party leaders, who are of the opinion that the YSR Congress  has a considerable clout among the Christian community, now believe that Paul’s support to the TDP might pull a few seats in Christian-dominated areas, particularly in Coastal Andhra districts, to its side.

Jayalalitha wants to extend SC status to Christians. Urges Center to implement it

From NDTV:

Tamil Nadu Chief Minister Jayalalithaa wants Centre to include Christians in scheduled castes list
File photo
CHENNAI:  Noting that social tensions of unbalanced growth between Hindu scheduled castes (SC) and Christian converts have only "aggravated" over time, Tamil Nadu Chief Minister Jayalalithaa on Friday said the Centre should treat scheduled caste Christians on par with Hindus, Sikhs or Buddhists and include them in the SC list.

"The social tensions over the status of unbalanced growth between Hindu scheduled castes and Christian converts have aggravated over time and a sense of alienation among the minority communities has further deepened. I wish to emphasise that the matter cannot brook any further delay," Ms Jayalalithaa said in a letter to Prime Minister Manmohan Singh.

Requesting Mr Singh that the SC Christians be included in the list of Scheduled Castes annexed to the Constitution (Scheduled Castes) Order, 1950, she said to enable this, as recommended by the Ranganath Mishra Commission, para 3 of the Order must be deleted.

Prompt action should now be taken by the Government to initiate the necessary statutory steps to include all Scheduled Castes irrespective of religion within the ambit of the status of SCs listed in the Order, and bring in necessary legislation in the current session of Parliament, she noted.

Continuing to keep the benefits of reservation in public services "out of reach" of scheduled caste Christians because of the "restrictive definition" of scheduled caste found in the Constitution (Scheduled Castes) Order, 1950, is an "ongoing injustice" and must be ended "forthwith", she urged.

She wanted the Centre to file counter affidavits supporting the request of SC Christians, for early disposal of pending pleas in Supreme Court challenging the validity of para 3.

Holding that the Order was not "carved on stone", Jayalalithaa said it must be amended in tune with the socio-economic realities of modern day India.

Referring to the Order that SCs means such castes, races or tribes or parts of or groups within such castes, races or tribes as are deemed under article 341 to be "Scheduled Castes" for the purposes of the Constitution, she said it is apparent that the Constitution does not confine the category of SCs to any select religion.

From The Hindu:

Legislation to list them as SCs should be brought in current session of Parliament, she says in letter to PM

Strongly backing the demand of Dalit Christians for inclusion in the list of Scheduled Castes, Chief Minister Jayalalithaa on Friday wrote to Prime Minister Manmohan Singh that “the matter cannot brook any further delay” and necessary legislation should be brought in the current session of Parliament.
Ms. Jayalalithaa said such persons, as a result of their exclusion, remained outside the purview of all Centrally-assisted welfare and ameliorative measures. Most importantly, they were excluded from the benefit of reservation in educational institutions and employment in public services for the Scheduled Castes, she said in the letter.
“The social tensions over the status of unbalanced growth between the Hindu Scheduled Castes and the Christian converts have only aggravated over time and the sense of alienation among the minority communities has further deepened,” she said, while underscoring the need for early inclusion.
She cited recommendations of the National Commission for Religious and Linguistic Minorities headed by Justice Ranganath Misra in support of the demand.
Recalling that she had written to the then Prime Minister P. Narasimha Rao, on the issue, in November 1995, Ms. Jayalalithaa said the substantive grounds she had listed in that letter were reiterated and endorsed by the Commission.
The restrictive nature of the definition of the term “Scheduled Castes” in para 3 of the Constitution (Scheduled Castes) Order, 1950 was an issue. The various welfare measures and policies designed for the Scheduled Castes have largely benefited only those among the Scheduled Castes who profess Hinduism, Sikhism and Buddhism, she said.
“Since my government is committed to a policy of affirmative action in favour of the Scheduled Castes, irrespective of creed or religion, we have done our utmost to implement schemes that will benefit Scheduled Castes converted to Christianity on par with other Scheduled Castes,” she said.
The Chief Minister urged Dr. Singh that the Centre should initiate necessary statutory steps to include all Scheduled Castes irrespective of religion within the ambit of the status of Scheduled Castes listed in the Constitution (Scheduled Castes) Order, 1950.
She also wanted him to ensure that the Centre filed its counter-affidavit in pending writ petitions in the Supreme Court in this regard. The National Commission for Religious and Linguistic Minorities found that the Constitution of India prohibits any discrimination between citizens on the basis of caste, and yet it sanctions special affirmative measures for Scheduled Castes.
At the same time, the Constitution prohibits any discrimination on the ground of religion. The Commission concluded that any religion-based discrimination in selecting particular castes for affirmative action will conflict with the letter and spirit of the Constitutional provisions, the Chief Minister said.

Telangana's schemes for Muslims not availed for Shia Muslims - Shia Muslim leaders raise concern

Article from Deccan Chronicle:

Hyderabad: Shia Muslims are upset that the state government’s Ramzan scheme didn’t include 48 important masjids of their community. They are upset that these Wakf registered masjids were overlooked despite their strong presence in the Charminar constituency.
Masjid-e-Jafri near Alija Kotla, Charminar constituency, Masjid Jaffer-us-Sadiq in Yakutpura Assembly constituency, Masjid-e-Immamiya at Chaderghat and Ibadat Khana Hussaini at Darus- Shifa are some of the prominent ones that were not included. Mir Firasat Ali Badqri, a senior member of the Shia community said, “The masjids are a part of the Old City area and are registered Wakf properties. How can they not be included in a government scheme? It is not about remuneration or gifting of clothes, but about the inclusive feeling that the people get.”
To ensure that their sentiments are registered, the Shia Youth Committee has written to CM expressing their displeasure. It states that a letter about the important masjids had been submitted on July 4 to the Minority Welfare department and the district collectors but there has been no response.
Syed Hamed Hussain Jaffery, president of the committee, said, “We want the government to inquire into why these masjids were neglected. Like all other sects of Muslims, even Shias should be a part of government schemes.”
Meanwhile Charminar MLA Ahmed Pasha Quadri said, “There has not been any discrimination. The masjid committees were asked to register themselves for the scheme. Those who have come forward have got the benefit.”

Chandrababu Naidu promises free education for Muslims - 2012

VIJAYAWADA 2012:

TDP chief Chandrababu Naidu has set his eyes on dominant caste groups in the state and is leaving no chance to appease and mingle with them. After declaration of the BC action plan and taking a pro-SC classification stance, Naidu promised to come out with a Muslim minority declaration shortly. Making a political speech at an iftar hosted by the party here on Tuesday, Naidu vowed not to return to NDA anytime in the future.

"We have always been working for the overall development of Muslims in the state. We will come out with a comprehensive plan within the next four months," he promised. He said that education for Muslim minority children would be extended free of cost if TDP returned to power in the next elections.

Taking a dig at communal parties, Naidu alleged that some leaders are trying to poison the secular fabric of the country and such leaders should be barred from the public life.

Akhilesh Yadav government to withdraw cases against accused Muslim leaders for rioting - 2014

The decision, officially taken in “public interest”, has evoked strong reactions from opposition parties which have termed it as divisive and another example of the SP’s Muslim appeasement politics. In another obvious gambit to lure the minority vote bank ahead of the Lok Sabha election, the Akhilesh Yadav regime has decided to withdraw criminal cases related to the recent Muzaffarnagar riots against 16 Muslim leaders including BSP MP Qader Rana. Sources say SP wants Rana to join the party and be its nominee for the Muzaffar nagar Lok Sabha seat. Rana has earlier been an SP legislator.

Telangana State Government to give 12% quota to Muslims says Chief Minister KCR

Telangana Chief Minister K Chandrasekhar Rao has vowed to fulfil his promise of 12% reservations to the poor Muslims in the State and said that the reservation policies of the neighboring Karnataka and Tamil Nadu States will be taken as a model.
He reviewed the progress of the Commission of Enquiry on the socio-economic and educational status of Muslims in Telangana and directed the officials to under take a deeper study of community’s condition through extensive survey specially in the rural areas. The meeting was attended by Ministers , officials and the Hyderabad member of Parliament Asaduddin Owaisi on whose representation the Government has also included an economist and former IAS officer Amirullah Khan. Earlier, Khan had also served on a similar committee in Maharashtra. The commission headed by another retired IAS officer G Sudhir has another member Abdul Bari.
File photo

The commission, which was formed earlier this year will now hold its first meeting in the first week of August.
Noting that Muslims constituted 12% of total population of Telangana, KCR regretted that the condition of Muslims specially in rural areas was so pathetic that many families had monthly income of less than Rs1,000.
“Go to the rural areas and evaluate the living conditions of these Muslims and recommend how we can improve it”, the CM told the officials.
Replicating the Tamil Nadu and Karnataka model was significant because the total reservation for the weaker sections in the two States has crossed the limit of 50 per cent set by the Supreme Court.
KCR directed the Sudhir Committee to work on the lines of Sachar Committee, Amitabh Kundu Committee at the national-level and Mahmoodurrahman Committee of Maharashtra to collect the data regarding the condition of the minority community. The help of voluntary organisations and minority institutions can also be taken for the purpose, he said.
The Chief Minister also wanted the officials to hold one meeting each for three-four Assembly constituencies to cover the entire State. “After getting the report of the committee long term, medium term and short term programmes will be implemented for the welfare and development of Muslim community”, he said.
Meanwhile, the main Opposition Congress has demanded the State Government to promulgate an Ordinance to immediately extend the 12% reservations to Muslims and the scheduled castes in the State.
Leader of Congress in the legislative council Mohammed Ali Shabbir criticised the Government for not taking any concrete measure to turn the promise of reservation into reality.
He found fault with the State Government for setting up only committees to go into the status of Muslims and the Scheduled Tribes while the Supreme Court had ruled that only Judicial Commission can add or remove any community from the list of backwards.
While the Congress was in favour of the quota for Muslims, the BJP was opposing it from the beginning and had played a major role in mounting a legal challenge to the decision of the previous YSR Government to extend the reservations to Muslims.
Muslims in united Andhra Pradesh were enjoying four per cent reservations since 1995 but after a legal challenge the matter was pending before the Supreme Court. But the court has not stayed the implementation of the quota in jobs and educational institutions for Muslims.
