Computerization of WAQF Boards by Government using Public Funds - Central Government Scheme

Scheme of Computerization of Records of State Wakf Boards(Created by Congress, Current Status: Active)

Background:

The Joint Parliamentary on Wakf submitted its 9th report to Parliament on 23.10.2008. The Joint
Parliamentary Committee on Wakf in its 9th Report recommended computerization of the records of
State Wakf Boards at an estimated cost of Rs.25 Crore. The proposal was considered in the Ministry.
The Prime Minister has approved the proposal and a token provision of Rs 10 Crore has also been
made in BE 2009-10.

Objective: The Wakf properties are spread out all over the country but even the basic survey of waqf
properties have not been done in most States. There is hardly any development of waqf properties
and a very substantial income that the waqf properties could have generated for the welfare schemes
of the community are lost because of non-development and large scale encroachment of waqf
properties. Therefore, to streamline record keeping, introduce transparency, and to computerize the
various functions/processes of the Wakf Boards and to develop a single web based centralized
application, Joint Parliamentary Committee on Waqf, in its Ninth Report, recommended
computerization of the records of the State Waqf Boards and Central financial assistance to the these
Boards. The broad objectives of computerizing the records of the State Wakf Boards are:

The computerization aims to achieve phase-wise objectives as under:

Phase I: Ensuring proper survey and cross checking of Wakf data from various computer data bases
maintained at the state level, such as by Revenue Departments etc. Improving office efficiency and
preparation of timely reports on various administrative matters. Creation of a centralized and webenabled
data base for use by various stake holders.

Centres etc.

Phase III: (Better administration of Wakf Boards) Computerisation of other peripheral activities
of the State Wakf Boards (Pay and Accounts, Establishment, Administration, CR etc)


Scope, Eligibility & Finance: The scheme of computerization is uniformly to be applicable across all
the 29 State Waqf Boards and any other Wakf Board like J&K, making a special request for funding
subject to availability of funds. . The year project also encompasses a handholding support period of 2
years during 2010-11 and 2011-12 with minimal financial support to hire some computer personnel by
Waqf Boards to stabilize the new system and train Waqf Board officials.



Release of funds:

Funds will be released to NIC or their nominee and to the State Wakf Boards directly for effective
implementation. Utilisation Certificates will be routed through State Governments by the Wakf Boards
concerned after due expenditure.

Scheme Guidelines

The grants in aid would be provided to such State Waqf Boards who undertake to fulfil the following
conditions:
Appointment of a full-time CEO;
Timely audit of the accounts of the Boards as well as regular audit of the accounts of Mutawalli
are conducted by the auditors appointed by the Waqf Boards;
Proper maintenance of law suit register and regular tracking of cases of encroachments of waqf
properties;
Periodical report of retrieval of properties from encroachment and unauthorized occupation on
waqf properties to the CWC;
Proper maintenance of waqf register and due preservation of document related to Waqf Deed and
Gazette Notification of properties;
Time-bound survey of waqf properties and their entry in the relevant land records of revenue or
local bodies;
Timely constitution of Waqf Board and framing of rules and regulations by the State
Governments.
Assurance for effective participation in the computerization process.
To constitute a State level Coordination Committee for effective implementation under the
Chairmanship of the Principal Secretary (Minority Welfare).

To empower minority youths for their economic development, the Corporation is arranges to impart training under various trades like Asst. Emergency, Home Patient Care Service, Hospital Data Entry Operator, Physiotherapy Assistant, Operation Theater Assistant, Asst. Dialysis Technician, Heavy Motor Vehicle Driving, Technician (Operator Excavating Machinery), Technician (Masonry), Technician (Painting and Decoration), Technician (Bar Bending and Steel Fixing), Technician (Electrical House Wiring), Technician (Plumbing & Sanitation and other demand oriented traders to the minorities so as to become self employable.

Pre Metric Hostels Facility

Pre Metric Hostel facilities for Minority students are established by Government of Andhra Pradesh with an objective to provide improved access to school education to those minority children who are denied or who have difficulties in accessing school education. Government has sanctioned (12) Pre Metric Hostels vide GOMs No 18, Minorities Welfare (MFC) Department, dated 11/07/2007 at the following districts with an intake of 100 candidates.
 (1) Kadapa (Boys), (2) Chittoor (Boys), (3) Krishna (Boys), (4) Kurnool (Girls), (5) Anantapur (Girls) and (6) Guntur (Girls).
Therefore, for the benefit of Minority children, the city, town areas, which have the best network of schools, are identified, to enable the Minority children particularly from interior backward areas to access the school at these places.

Post Metric Hostels Facility

Government have issued orders for establishment of 16 Post Matric Hostels vide (1) G.O.Ms. No.19, Minorities Welfare (MFC) Department, Dt. 16-07-2007 (14 Hostels) and G.O.Ms. No. 23, Minorities Welfare (MFC) Department, Dt. 04-08-2007 (2 Hostels) in the Districts where the Minorities Population is substantial. The Post Matric Hostel facilities for Minority Students are established an objective to provide improved access to quality Higher Education to those Minority Children who are denied or who have difficulty in accessing such quality higher education.
The District were Post Matric Hostels have been sanctioned, with an intake of 50 Boarders or

Residential Schools Facility

Keeping in view to provide access to quality school education Government of Andhra Pradesh has decided to establish (12) English Medium Residential Schools for Minority students in the Districts where the minority population is substantial.
The Government accorded permission to establish English Medium Residential schools vide GOMs No:20 by Minorities Welfare (MFC) Department, dated 17/07/2007 with Urdu as 2nd language for Minorities in the following districts. The jurisdictions of the schools are indicated along side,

Chandra Babu Naidu's Roshni Scheme for Muslims in Andhra Pradesh

Chandrababu Naidu had announced several schemes for the benefit of the minorities and women, including the declaration of Urdu as the second official language in four more districts and 50 per cent share for women in all income-generating activities funded by various State-owned corporations. It had been decided to grant coparsenary right to women in the Hindu undivided family. It is a new legislation that would be brought in to provide coparsenary right to women. This right (hitherto enjoyed only by males from the time of birth) would entitle women to have equal rights along with men in the undivided family in respect of property, as well as other matters.

To facilitate implementation of the new schemes for minorities, it was decided to provide an additional Rs 5 crore over and above the Rs 32 crore earmarked in the Budget. The decisions taken in respect of minorities are: declaration of Urdu as second official language in Mahboobnagar, Adilabad, Krishna and Chittoor districts in addition to the existing eight districts, filling up of 802 vacant Urdu teacher posts without any cut-off marks, sanction of 200 primary schools to be run by Government, three B.Ed colleges and onemedical college in private sector and release of funds for construction of new masjids and renovation of existing ones.

The decisions taken in respect of women relate to: 50 per cent of the small savings agents to be picked up from among women, sanction of new houses under the weaker section housing programme and allotment of new ration cards in the name of women and entrusting them with 50 per cent of all the economic support schemes implemented by various corporations. The minorities welfare policy titled `Roshni' envisages appointment of district minority welfare officers in the four districts where Urdu has been declared as second official language. One post of Urdu translator would be sanctioned to each of the 12 districts where Urdu would be the second official language.

One crore has been earmarked to provide pre-matric scholarships to minority students from 7th to 10th standard. The three new private B.Ed colleges would be located in Medak, Guntur and Nellore districts, while the medical college would come up in Cuddapah district. A study circle would be established in Hyderabad exclusively to coach minority students appearing for competitive examinations. All vacant posts of Unani doctors would be filled by relaxing the rule of reservation, as eligible candidates belonging to SC and ST categories were not available.

The collectors would be directed to immediately identify land and commence work on the construction of nearly 300 shadikhanas which were sanctioned during the previous and current financial year. The management of shadikhanas would be entrusted to a committee comprising elders from the minoritycommunity, a representative of the Urdu academy and the local MRO. The maximum sanction for construction of a new masjid or renovation of an existing one has been enhanced from Rs 25,000 to Rs 35,000. Nearly 40 shopping complexes would be constructed in all district headquarters and some important towns to create self-employment opportunities to minorities. Each district would be given Rs 50 lakh for this purpose. Rs 10 crore would be provided to the minorities finance corporation to provide direct loans (without involving banks) to minorities for self-employment ventures. Fifty per cent of the beneficiaries would be women.
DUKAN_MAKAN scheme


The AP State Minorities Finance Corporation had implemented 'Dukan-Makan' (shop & house) scheme for minorities in the state. The Rs 28.5 crore scheme is sponsored by the central and state governments. The beneficiaries under the scheme should possess a piece of land. The corporation had extended a loan of Rs 55,000 for the construction of a shop and shelter. Nearly 5,000 families benefitted from the scheme. Sixty per cent of the beneficiaries would be identified in urban areas and 40 per cent in rural areas. The minorities corporation had spent almost the entire amount of its total budget of Rs 19.2 crore during 2002-03.
The corporation had been allocated Rs 19.6 crore for 2003-04 and the proposed 'Dukan-Makan' scheme has not been included in its budget. Nearly 700 mosques and 300 churches were renovated with Governmental assistance. The Government sanctioned Rs. 19 lakhs to the Andhra Pradesh Minorities Welfare Corporation out of Rs. 38.50 crores allotted for minority welfare. `Shaadikhanas' were constructed in various districts by allotting Rs. 45 crores, he said, and pointed out that 5,000 houses were sanctioned under the `Dukan-Makan' scheme at an outlay of Rs. 25 crores. Chandra Babu Naidu's sickular promises to Muslims in 2014 General Elections

In 2013, N. Chandrababu Naidu he also promised to provide 8 per cent reservation to Muslims in local as well as general elections, jobs and higher education.


Addressing a roadside meeting at NTR Statue Centre, Mr. Naidu said he would provide Rs.5 lakh interest-free loan to poor Muslims who wanted to set up industries.

The Telugu Desam supremo reiterated that he would provide 50 per cent reservation to the Backward Classes in all legislative bodies and announced that he would take measures to provide reservations to upper castes.

Wearing a skull cap in the Muslim-dominated Old Town area, Mr. Naidu, flanked by former MP Lal Jan Basha and MLA Sk. Ziaudddin, reiterated that the first signature he would make after returning to power would be on the file waiving crop loans.

Reacting to the quashing by the AP High Court of the reservation sub-quota for Muslims, TDP president Chandrababu Naidu said the Centre should create exclusive quota for Muslims by bringing in a constitutional amendment with his sickular agenda.

"There should not be a quota within quota (of OBCs). The Congress, both in AP and at the Centre, has been cheating Muslims on the reservation issue. The 4.5 per cent reservation was provided in haste on the eve of the UP Assembly elections to garner votes. The only way to ensure proper quota is through a constitutional amendment," Chandrababu asserted.

The Andhra Pradesh High Court had quashed the 4.5 per cent reservation for Muslims from the 27 per cent OBC quota.

A division bench of the HC headed by Chief Justice Madan B Lokur observed that the sub-quota was based on religious lines and not on any other intelligible consideration. "There was no rationale or empirical data to justify such an action," the bench noted, indicting the Central government for handling the issue in a "casual manner".

Karnataka Congress decides to drop 175 cases filed against Popular Front of India(PFI) a Muslim organization


The Karnataka cabinet on Monday decided to drop cases against activists of pro-Muslim organisations Popular Front of India (PFI) and Karnataka Forum for Dignity (KFD), who were booked for rioting in different parts of the state in recent years.


Karnataka Congress led Government decided to withdraw criminal cases against 1,600 Popular Front of India members. Opposition BJP came down heavily on the government for the decision. Chief Minister Siddaramaiah is being accused  of strengthening the Congress vote bank at the expense of security. 

“It is unfortunate that the CM has disregarded the recommendation of police officers on withdrawal of over 175 cases registered against PFI and KFD activists. The police had specifically submitted a report to the state cabinet that they are dangerous organisations who indulge in violent, anti-social activities.The withdrawal of cases would result in a spurt of moral policing and communal activities but the government’s ‘secular policy’ has chosen to ignore the concerns over these organizations,” BJP spokesperson said.

The BJP said that the Chief Minister had forgotten acts of violence involving KFD and PFI activists in Hassan, Shivamogga and Mysuru. “It is a well known fact that these organisations are seeded by the ISI and Taliban,” he added, asking government to reconsider its decision.

The Opposition in Karnataka tried to corner the state government on Wednesday over its decision to drop dozens of criminal cases against members of a controversial rightwing Muslim group, as parties accused the ruling Congress of “minority appeasement”.

Most of the 1,600 beneficiaries of the government move are members of the Popular Front of India (PFI) that gained national notoriety five years ago when its alleged activists chopped off a professor’s hand in Kerala for blasphemy.

The PFI was born in 2006 through the merger of three Muslim organisations from Tamil Nadu, Kerala and Karnataka, and reportedly has about 80,000 members and sympathisers across India.

The Tamil Nadu government has allotted 3.5% of seats each to Muslims and Christians, thereby altering the OBC reservation to 23% from 30% (since it excludes persons belonging to Other Backward Castes who are either Muslims or Christians).
